The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management System Bill, 2026, with provisions aimed at ending multiple ticketing and improving the administration of motor parks across the state.
The bill, sponsored by the Chairman of the House Committee on Works and Transport, Abiola Waheed, was passed after lawmakers considered and adopted the report of the relevant committee during plenary on Wednesday.
The legislation seeks to establish an integrated framework for the registration, regulation, management and digital administration of commercial transportation, traffic, motor parks, terminals, garages, loading points and related infrastructure.
A key provision is the introduction of a digitalised ticketing system intended to eliminate multiple ticketing in motor parks.
According to the statement by the Chief Press Secretary to the Speaker, Tiamiyu Olamide, the new system is expected to reduce the financial burden on transport operators while improving transparency and efficiency in revenue collection.
The legislation also seeks to strengthen the protection of passengers and other motor park users, promote accountability in the transport sector and improve the state’s internally generated revenue through a coordinated park management system.
The bill underwent detailed consideration by lawmakers at the Committee of the Whole before being referred to the House Committee on Works and Transport and the Legal Department for further scrutiny.
Following the review, the committee’s report was presented to the House and adopted after a motion moved by the Majority Leader, Babajide Kofoworola Adewumi, and seconded by Sikiru Bajepade.
The Speaker, Adewale Egbedun, subsequently directed lawmakers to examine the clean copy of the bill before the final legislative stage.
Adewumi later moved the motion for the third reading and passage of the bill, which was seconded by Taofiq Olayiwola. The motion was adopted, leading to the passage of the legislation.
Speaking after the passage, Egbedun said the legislation would provide a clearer framework for managing motor parks, while promoting orderliness, commuter protection and transparency in revenue generation.
He added that the law would help foster a more organised relationship between transport operators, passengers and relevant government agencies.

The passage comes amid recent concerns over disputes surrounding the control and management of motor parks in Osun. Governor Ademola Adeleke had earlier ordered the vacation of affected parks by rival groups and announced plans to reintroduce a Park Management System.
The Speaker’s office said the clean copy of the bill would now be forwarded to Governor Adeleke for assent in line with the constitutional procedure for enacting legislation.
