‘Impeached’ Ondo speaker, eight lawmakers reconvene assembly

The sacked speaker of the Ondo State House of Assembly, Rt Hon Bamidele Oleyelogun, leading eight other members, on Monday reconvened a sitting of the assembly, saying his removal and that of his deputy, Hon Ogundeji Iroju, by the Olamide George faction of the house on Friday was illegal.

Presiding over the eight other lawmakers on Monday, Oleyelogun said the impeachment “did not satisfy the constitutional requirement of a two-thirds majority for the removal of a speaker of the house.”

About 18 members reportedly signed the notice of impeachment, out of the 26 members, showing that the house perhaps mustered the necessary two-thirds majority of the members.

But at the sitting on Monday, two of the house members whose names appeared on the impeachment notice, denied that they were part of the move for leadership change. If this is true, then the required number of members needed (at least 17) to spearhead the process may not have been reached

The lawmakers, Sunday Olajide and Olusola Oluyede, claimed that their signatures were forged by the faction in the bid to remove Oleyelogun and his deputy.

Olajide said he was neither informed nor briefed on the impeachment, saying he got wind of the removal from a friend via the telephone.

He said it was criminal for anyone to forge his signature without his consent, noting that he was not part of any meeting and did not participate in the impeachment.

Oluyede also said he was not part of the “attempted” impeachment, adding that he was shocked to find his name and signature on the notice.

“They claimed to have formed two-third as a condition to impeach the speaker and the deputy speaker, whereas they were less in number as Hon. Sunday Olajide and Hon. Olusola Oluyede were not part of the attempted impeachment,” he said.

Oleyelogun however, called on the security operatives in the state to investigate and prosecute  George’s faction for alleged forgery.

Addressing journalists after the plenary, the embattled deputy speaker, Ogundeji Iroju, argued that to impeach any principal officer, speaker and deputy speaker, the constitution must be followed.

“We are 26 honourable members and for any principal of the House of Assembly to be impeached, the two-thirds must be complete and (they must) sign the impeachment paper before such impeachment would be carried out,” he said.

“So out of that 18 members that signed the impeachment paper, two of them have said now that their signatures were forged. That means the two-thirds have not been fulfilled in that regard.

“In view of this, the house led by the Rt. Hon Oleyelogun has taken the decision to call on the security agents to probe that (those) purported signatures and names so that those involved in that forgery will quickly be brought to book and questioning.

“Also the house today sat on the 2018 appropriation bill which was sent to the house by the state governor, Rotimi Akeredolu for amendment. It has passed through the first and second reading and it has been sent to the appropriate committee for scrutiny, this is what we have done today at the plenary.

“This is to tell the whole world that Oleyelogun still remains the speaker and I, Ogundeji Iroju, still remain as the deputy speaker of the house, the purported impeachment was not in line with the constitution.”

The names of members at the Monday plenary are: Bamidele Oleyelogun, Ogundeji Iroju, Felemu Bankole, Sunday Olajide, Abayomi Akinruntan, Jamiu Maito, Oluyede Olusola, Kuti Tuwase and Kazeem Suleiman.

Faction relocates to Ibadan

Meanwhile, George’s faction has relocated to Ibadan, Oyo State capital, citing threats to their lives

George, who was elected speaker, after  Oleyelogun was removed on Friday, addressed the media in Ibadan on Saturday, claiming that their lives were no longer safe after they were allegedly attacked by thugs allegedly masterminded by the leadership of the All Progressives Congress in the state.

They also claimed to have received death threats, as well as their families and called on President Muhammadu Buhari to intervene and save them from being killed.

 

George, alongside 17 other lawmakers, had addressed a news conference in Ibadan on Saturday evening.

He had said the former speaker and his deputy were impeached over established evidences of alleged gross misconduct, financial recklessness, abuse of power and incompetence levelled against them.

He alleged that since Friday, family members, he and his deputy were being threatened over the impeachment, calling on the president to save democracy from collapse.

“We are duly elected members of the state assembly, acting within the confines of the constitutional duties at plenary.

“Surprisingly, the impeached speaker led to the assembly, Mr Gbenga Adeyanju, the State Commissioner of Police, Mr Ade Adetimehin, State APC Chairman, Mr Jacob Adebo, State Chairman, NURTW, about 50 heavily armed officers and thugs.

“They invaded the assembly and assaulted honourable members, assembly staff, journalists and visitors to the assembly complex,” he said.

George said there were video and pictorial documentations of the alleged vandalization of cars and properties worth several millions of naira by thugs.

According to him, “It is an open secret that N1.3bn was approved and released for the 2018 budget of the assembly. The former speaker and deputy speaker jointly expended over a billion in the first quarter of 2018 without approval.

“This is the height of corruption. We cannot condone it. It is unacceptable to the people of Ondo whom we are representing and that’s why we chose the path of honour to partner with Buhari to flush corruption out of Ondo,”he added.

Abimbola, the who was elected deputy speaker, corroborated George’s claims and said the impeachment was carried out in line with the constitutional provision which stipulated that such exercise could only be carried out by two-third of the members.

He said 18 out of the 26 lawmakers, which represented two-thirds carried out the impeachment, saying he has the 18 names and signatures of members who impeached them.

“The impeachment was in order. We have removed the inefficient speaker and deputy speaker from office and this act is completely irreversible,” he said.

A former speaker of the assembly, Olajumoke Akindele, who was allegedly assaulted in the mayhem unleashed at the assembly, called on the president and his wife, Aisha Buhari, to protect women in politics from molestation, intimidation and harassment which was meted to her on Friday.

“My family members, my colleagues and my dear life is no longer safe. I have been marked for assassination for standing against corruption,” she said.

Meanwhile, Governor Oluwarotimi Akeredolu, SAN, has denied alleged involvement in the crisis.

Although fingers were pointed in the direction of the governor and the leadership of the All Progressives Congress in the state, both of them have denied that they had anything to do with either the removal or the reprisal attacks by thugs on the lawmakers.

Bamidele Oleyelogun, who served as speaker until Friday morning, was removed along with his deputy, Iroju Ogundeji, in a rowdy closed-door plenary.

Oleyelogun was elected in a similar circumstance at the dawn of the Akeredolu administration.

Olamide George from Akure North and Abimbola Fajolu from Ile oluji/Okeigbo constituency were immediately named speaker and deputy respectively as replacements.

The removed lawmakers were accused of “gross misconduct, incompetence, financial misappropriation, high handedness and enriching themselves through corrupt means.”

Jumoke Akindele, who was earlier removed as speaker to pave the way for Oleyelogun, midwifed the process of electing the new leadership presiding over the session as acting speaker.

Speaking with journalists, the chairman House Committee on Information, Fatai Olotu, said the removal of the speaker was done in good faith and in the interest of the state.

“The two- third of the members of the Ondo State House of Assembly today removed the speaker and his deputy over their incompetence to run the affairs of the house,” he said.

“I want you to know that changing leadership is an inherent right of members of the house. The two officials have shown great incompetence in running the affairs of the house.

“They ran the house aground financially and committed a lot of financial impropriety that members can no longer condone.

“As at June this year, they have exhausted all the budgetary allocation for the house which runs to the tune of N1.5 billion without the knowledge of the House of Assembly.”

Olotu said the removal of the two principal officers would not affect the relationship between lawmakers and the executive.

He denied plans to impeach the state governor, Rotimi Akeredolu, saying “the governor has not committed any impeachable offence and there was no justification for us to impeach the governor.”

The lawmakers also suspended the sacked speaker, his deputy and two other members.

Count Akeredolu out of the crisis: Olowolabi

Speaking on the development, the Commissioner for Information, Yemi Olowolabi, said that the governor had no hand in the crisis of the assembly.

According to him, impeachment squabbles were not new at the house, adding that it was the business of the house to determine the tenure of its leaders.

“What the governor does is to invite the warring parties and try to find amicable solutions to the crisis,” he said. “And that is what the governor has been doing and will do.”

He stated that the executive arm of government was not and would not be involved in the politics of impeachment of a speaker, adding that the allegations that it was involved was untrue.

Adetimehin in the House only to pacify lawmakers – APC

The APC Publicity Secretary, Alex Kalejaye, said the Chairman of the APC, Engnr Ade  Adetimehin, was only at the assembly to pacify the lawmakers, but he was assaulted and told that it was not a party affair.

“The chairman got the information that the lawmakers were conducting an impeachment, and being that majority of the lawmakers are APC members, he went there to try to stop the process, but they attacked him and told him that it was not a party affair,” he said.

He said the chairman returned to his office and was not in any way part of those who masterminded thugs to attack the assembly.

“It is not something we are happy about that hoodlums would invade the state House of Assembly, the chairman cannot be involved in such a thing,” he added.

The current crisis in the house may not be unconnected with the outcome of the APC primaries where only seven, including the impeached speaker and his deputy, out of the 18 party members, have tickets to contest the next assembly elections.
