Adeleke stresses importance of effective legislative system

Osun State Governor, Ademola Adeleke has given a thump up for the legislative arm of government, with a declaration that the many beauties associated with democracy are best captured in law making processes by the legislators.

While affirming the importance of lawmakers as the watchdog on the government in promoting good governance, he added they serve as checks and balances in checkmating what could be excesses on the part of other arms of government.

Adeleke, who was represented by the Chairman, Osun State Civil Service Commission, Mr. Mufutau Oluwadare made these known at the 6th edition of the annual lecture of Moses Inaolaji Aboaba Trust Foundation.

The lecture which held at Staff Development Centre, Abere, with the topic: Promoting Efficiency in Governance through the use of legislative instruments, afforded the state governor, the opportunity to make it clear that, for any government to make a breakthrough , there must be a good platform to entrench the tenets of democracy through effective and efficient legislations.

The Governor explained further, that since there is no generally acceptable yardstick for measuring good governance, then, good governance could be evaluated through the manifestation of the levels of transparency and accountability in the administration of a state,which again,can only come to the fore through a well focused,articulate and unbiased legistature.

He cited the indicators to look out for, in any public administration that advocates good governance to include: respect for human rights, obeying the rule of law and effective community participation among others.

Earlier in his address, the Speaker of Osun State House of Assembly, Hon. Adewale Egbedun who was represented by the deputy Speaker, Hon. Akinyode Oyewusi applauded the Guest speaker, Prof. Mojeed Alabi for such a well delivered lecture .

Earlier in his opening remarks, Osun state Head of Service, Mr. Ayanleye Aina eulogized Aboaba Foundation for directing this year’s lecture to the legislature which,he noted, is one of the vital arms of government.

While appreciating the state government for its timely support towards the programme,Mr Aina enjoined civil servants in Osun state to make good use of the lessons drawn from Professor Mojeed Alabis well delivered lecture.

Speaking, the Chairman of the occasion, Mr Niyi Owolade, who was also a former lawmaker in Osun State House of Assembly, implored members of the state Assembly to work together to take Osun State to greater heights.
He posited that, the success of the Executive arm of government lies on the efficiency of the legislative arm.

The guest lecturer ,Prof. Mojeed Alabi, a former Speaker of Osun state House of Assembly and a professor of comparative constitutionalism and Provost, Faculty of law, Osun State University, Ifetedo campus, explained the efficiency in Governance to mean using the least resources to achieve maximum objectives, with a view to enhancing productivity.

He stated some of the functions of the legislative assembly to include: representation, law-making and power of oversight among others.

He also in the course of his lecture discussed the instruments of legislative governance to include but not limited to; power to make or unmake law, control over public funds and investigative power among others.

Alabi concluded by emphasizing that the promotion of efficiency in Governance is indeed a duty of all, by all and for all.
