The Federal Government says it has not approved or conveyed a 40% peculiar allowance for federal civil servants, clarifying that the matter falls under the National Salaries, Incomes and Wages Commission.
In a statement on Wednesday, Director of Press and Public Relations at the Office of the Head of the Civil Service of the Federation, Eno Olotu, said the HCSF did not issue or forward any approval of the allowance to the Joint National Public Service Negotiating Council or labour unions.
Olotu said the circular circulating in the media was issued by the NSIWC on April 23, 2026, and that only the commission has the statutory responsibility to issue and communicate such circulars.
She explained that a meeting convened by the Head of the Civil Service on Tuesday was an interventionist and conciliatory engagement to facilitate dialogue between organised labour and the NSIWC and prevent a breakdown in labour relations.
Olotu recalled that on April 24, Head of the Civil Service Didi Walson-Jack had announced other welfare measures approved for civil servants. These include full Duty Tour Allowance for approved training, upward review of peculiar allowance across grade levels on the Consolidated Public Service Salary Structure and Consolidated Research and Allied Institutions Salary Structure, and increases in estacode, book allowance, and other entitlements.
She also said the government approved a ₦10 billion housing loan scheme to expand access to affordable home ownership for civil servants.
Olotu said the office remains committed to maintaining peaceful labour relations and industrial harmony in the Federal Civil Service.
